Perhaps an AJAX type search popup, but certainly not all. This something like +30,000 e-mail addresses in the our database, creating a scrollable list seems far from purposeful. Even a user with lesser permissions might see >1000 addresses. But I do agree that the current mail interface is quite klunky - we actually use Horde for e-mail as it has a raft of additional mail related features including a pop-up address search thingy that works much like you describe.
