Resources Rights

Hello

	I have one problem whit resources. Everybody can reserve all the
available resources and it's problem.
Can we put rights to a resource, or to a person, or to a team, so as to
everybody can't reserve some resources ?
For example, modify some information in the SQL database.

I can have the root rights on another user, in changing value of
company_id field in person table to 10000. 
Do we must changing one database field for the resources ?
