Sunbird's (or any clients) perception of time zones comes into play here
too.

I believe the list of timezones available in the preferences for the
user to select is controlled by the LSTimeZones default.  The
LSTimeZones (according to my notes) has a default default value of
( "MET", "GMT", "PST", "EST", "CET" ).
