As of r2245 (v5.5/trunk) the default 
LSDisableEnterpriseProjectCreate (if set to YES) will disable the
automatic creation of "fake" projects when a new enterprise is created.

I'd recommend most sites setting this default unless you use the fake
projects for some purpose.
