Ok, hmmm.  If your restart ogo-webui what are the immediate log
messages?

To be expected.  Packages on OBS are forced [more or less] to comply
with the version of the file-system-standard spec adhered to by the
relevant distro.  So some things have to move around a bit; most notably
packages are not allowed to touch /usr/local.
