If memory serves, there is even an effort from Sun that tries to get PHP and Java to interact even more, so PHP can be used as a GUI layer for Java code. In view of this, writing an own PHP library for the OG.o XmlRpc API seems like wasted effort (unless you really don't want to use Java with PHP), which could be invested in improving JOGI.
