This is what I use in POGI, and from Mono/.Net.  It doesn't let you pass
a username unless your the admin user.

Yep, in .NET, when using the CookComputing XML-RPC assembly you have to
declare the param list;  attempting to use the automatic proxy
generation didn't seem to work.
