Cycles in OGo are implemented as individual but still connected appointments (so you can still delete or change a whole cycle) - for various very good reasons which should not be discussed here ;-) So if you create a cyclic appointment, you set the interval type (only a limited set is available, see web ui) and a cycle end date to terminate the sequence of appointments being created. Since you probably ask because of iCalendar/SyncML, this is not too easy to come up with a useful strategy (and indeed ZideStore also lacks that right now!). The GroupDAV list archive might contain some discussion on that.
