Silly idea for overcoming double-tabs problem

Howdy.  Here is a non-proposal for an idea I don't agree with either. 
:^)  Still, perhaps it will spawn some interesting discussion.

The problem: two rows of tabs are generally considered pretty evil.  
Right now we have a row of tabs for all the open resources.  Then, the 
currently selected resources has a row of tabs for each view.

There are ways to mitigate the problem: have different colors on the 
tab row to emphasize the difference, perhaps move the second row to the 
bottom of the current box, introduce a breadcrumbs line between the two 
rows of tabs, etc.

Or, we can try "radical" (re: unusable) ideas such as this:

The only reason I'm even proposing this is that we're likely to have a 
right sidebar anyway.  This right sidebar is full of things that help 
you write the current thing.  I'm thinking primarily of a link box 
where you can quickly find resources to connect in your current 
document.

If we have a right sidebar, then the major argument against this 
proposal (takes away real estate) goes away.  We'd have a box in the 
top of the sidebar called "Open Resources".
