That's more or less what I tried to describe what we are doing in the
Joomla! project.

The OSM is just the legal entity to manage the copyright and money issues.

All contributors, comunity members are organized in the project.

Basically it isn't even necessary that project members are members of
OSM - but this is one of the discussion points we have ;-)
