does one need to be a member by current rules?

i like overseeing things ;-)
and i definetly believe that the commitee should be at least two people
and if it's just to be able to easier avoid acusations of tampering
with the votes.

note that votes should be sent to me at iaeste.at as that is more
forgiving with badly configured mailservers. wouldn't want to loose a
vote... :-)
