As I said in my previous message, I understand your point perfectly, 
it's not something I'm opposing on ideological ground.

I just think that given that our current task is to try revitalize 
OSCOM, fees and / or duties could possibly result in not being able to 
get a sufficient number of people involved (fees) or in spending a lot 
of organizational resources to check compliance (duties), as Martin 
explained (much better than I ever could).
