[OSCOM] board speed / institutional memory

Hi OSCOM,
Maybe it seemed like it took a while to get the new members
instituted. Just so you know, it wasn't that the new board was
deliberating. After a few days of communications, it's apparent that
the board is a mobile bunch, who don't always have on-the-road
internet access.

Also, the new board would like to request that the old board not
vanish. :-)  We're not saying the old board has, but they *did* vanish
from the board list.
