[OSCOM] for those interested in organizing a US OSCOM

we promised a while ago that we would make the financials from OSCOM.3 
and related planning materials available to help interested parties 
evaluate what it means to organize an OSCOM conference.

these materials are now available at http://oscom.org/extranet

with this additional information, it should be possible to formulate 
realistic proposals for the fall timeframe. ideally, there would only be 
one proposal left standing, but if not then the board will make a decision.
