of course :) let me rephrase: who would be willing to bootstrap this for 
their project?

http://doapy.bonjourlesmouettes.org/doap-a-matic allows you to quickly 
create DOAP for your project. it looks like DOAP has a similar scope of 
the current OSCOM matrix (as opposed to CMSML [1], which has much 
finergrained description for CMS data)

if there is interest, it would be simple to add CMSML to DOAP.
