[OSCOM] OLAT 3.2.0 released

We are proud to announce the release of OLAT 3.2.0!

OLAT is a campus class open source learning management system / learning 
content management system (LMS/LCMS) developed and used by the 
University of Zuerich.

This release introduces the following new features/enhancements:
- Improved internationalization. OLAT is now fully UTF-8 based
- Layout improvements
- IMS content packaging improvements
- Forum improvements
- Course comprehensive group management
- Implementation of the course preview
- Instant Messaging and awareness integration. The jabber instant
   messaging system is now fully integrated into OLAT
- New features in the OLAT course system
- Be informed about changes using notifications and a personalized
   RSS news feed
- Rework of QTI testing system
- And lots of bug fixes.
