There's more to Open Source than technology and political panache. In the deepest sense, Open Source is an economic and social revolution. It removes capital (money from VCs, for example) off the top of the pyramid of the organization. Ideas and people who are willing to contribute become the guiding forces. "Trust" replaces "employment" as a reason to do one thing vs. another. When a group of people (OSCOM participants) interact enough to build something truly valuable, then the accrual of capital as a shared resource becomes more interesting. It also creates factions (interest groups) within the larger group. Now you need a structure. My suggestion is to fund projects, not the organization. Allocate funds on a quarterly basis and make funding (capital) available to projects that work. I offer this as free advice (with a money back guarantee) from a philosopher and student of human nature. Your techology is new, community social structures are not.
