since jackrabbit ( http://incubator.apache.org/jackrabbit/ ) contains
a persistence manager that runs on sybase, you should be
able to use all the jcr based open source cmses.
for example: http://www.magnolia.info

configuring jackrabbit for sybase should be relatively straight
forward.
