FCKeditor

Where should an implementation of FCKeditor reside?  Should it be alongside  
htmlarea3 in the sf.net cvs?  Or instead be released separately on phpslashforge?

FCKeditor has some nice built-in features such as cleanup Windows pasting.

I have it ready to be committed.  There is a problem with two textareas on the same 
page that could use more eyes.  It may just be a FCKeditor bug with this type 
implementation.
