[REF][UI] Replace some CSS rules in SCSS files with equivalent utility classes...

* [REF][UI] Replace some CSS rules in SCSS files with equivalent utility classes in the .tpl files, and remove (comment out) apparently obsolete CSS rules where matching code couldn't be found in .tpl files. Commented-out lines will be removed before branching. Also some related styling adjustments on wizard and toolbar admin pages.
