* [FIX] Normalize line endings in BOM and line-ending related files

* [FIX][ENH][REF] BOM scripts: converge into native cross-platform handling
- Added fix() method to BOMChecker_Scanner for detecting and removing BOMs
- Introduced LineEndingConverter for CRLF/CR/LF handling
- Updated FixBOMandUnixCommand to support --report-only and replace dos2unix with native PHP logic
- Remove the `dos2unix` dependency to make BOM/line-ending fixes cross-platform.
- Added unit tests in lib/test/Core/LineEnding/ConverterTest.php and lib/test/Core/BOMChecker/ScannerTest.php
