Do you have a line like this in your https.conf file? (probably in /etc/apache2/)

LoadModule rewrite_module lib/apache2/modules/mod_rewrite.so

If it has a hash character at the beginning it's commented out:

#LoadModule rewrite_module lib/apache2/modules/mod_rewrite.so

and the rewrite rules depend on this module, if so, uncomment it and restart apache.
