Tiki 21.x is fine on php 7.3 i reckon, and almost entirely ok on 7.4 if you ignore some warnings about deprecated syntax etc (i think the trouble you were having was because you had a composer.json from tiki 17 in a tiki 21, or something?)

I've been unable to get even trunk working on php 8.0 due to some external packages needing updating (i think it was candy-chat/xmpp-prebind-php was one).
