After reading yours (and others) comments I agree. We will create 
special <aside> element as a new zone probably and apply a new "System 
menu" module to it to create the sidebar I guess.

It will be position fixed with custom scroll if overflow-y and collapsible.

I propose by default install there should be no left column module while 
browsing with the Admin theme in the admin panels but opt-in would be 
that any site admin can assign any modules in the left column still 
(apart of the standard menu 42 module) if they wish so. It will look a 
bit weird though (in my opinion) having "two left columns" although even 
of course each of them will be completely different.

Yes, when not in the admin areas, minimising to the cog icon is a good 
idea (assuming it will not collide with any other icon in that top left 
corner).
