If it doesn't get redirected it's because you don't redirect the way
it's meant to be done.

It's not because something work that you do it the good way.

A redirection is supposed to be done using a 301 or using a CNAME in
DNS, not by rewriting the URL and forcing a reload.

Just try to put the site behind Cloudflare, force the SSL only and
you'll see that your site will be consistent either you use SSL or not
for the initial request. The forwarding will work properly.

It's not the tool that doesn't work as intended.

It's like writing HTML code, you can forget to close some tags and your
browser will do it for you. Does it mean your coding is done as intended
and respect the rules.
