Also, I want row1 fixed-top and row3 - sticky one - when scrolled - clipped at the bottom of row1. The same as they have at joomla.

Is this option 3 dangerous/bad or really the best option?
I think, this kind of structure would help us to sort out our own tiki.org navigation and possibly attract other users looking for this?
