We did discuss the construction of the control panels menu and at one point i made it a "normal" database menu, like menu #42 but then we reverted to is being hard-coded in the php... partly due to running out of time - i'm still not sure that's the best option, i was also considering an xml file to define it, but that never happened, so will add the wizards as you suggest to the Global Setup section (assuming no one objects?)

Yes, ideally all "admin" pages should have this same look and feel, so same for user and group admin, menus (modules?) and so on, but again there just wasn't enough time (and energy) to do it everywhere. Wizards should definitely get this treatment too eventually, maybe for 23.1 or .2?
