[Tiki-devel] Can't send newsletter to full subscription list?

Tiki Devs:

I wanted to send the Tiki 23 release announcement to the "Tiki Releases" 
newsletter (https://tiki.org/tiki-newsletters.php?nlId=8&info=1). When I 
sent the message, it looks like only the first 30 were successful:

When I look at the "Sent Editions" on 
https://tiki.org/tiki-send_newsletters.php#contenttabs_send_newsletters-3, 
it shows "30" users with "0" errors.

But according to 
https://tiki.org/tiki-admin_newsletter_subscriptions.php?nlId=8, there 
are "270" subscribers.

Anyone have an idea what's up with the newsletter feature?
