I know this was a very long time ago, but what exactly is it supposed to disable?

I need to add a new option to the cookie consent for a client in Germany where they need the option to allow essential cookies but to refuse others such as analytics and external services, so was playing with this setting and it doesn't seem to do anything, which might well be a regression by my when i changed the dialog mode of the consent for to use a bootstrap modal instead of a jquery-ui dialog.

Was the intention to show the consent form once, and assume consent without them clicking the ok button (and presumably without showing the checkbox either)? There doesn't seem to be enough code here to do that...

I'm planning to add a new pref to make the "Cookie consent question" checkbox optional, so if not checked to allow "essential" cookies (like js detect etc) but avoid all others, like google analytics and any modules with cookie_consent set to "y".

I'm finding it a little hard to work out what exactly the "common Cookie consent scenario" is :)
