That file needs to send an HTTP canonical link. Yes, we already use it. Just like we already have a robots.txt file. There is currently a lot in the robots.txt file that needs to get changed into canonical links, and this example you have here appears to be a case where a canonical link is needed because it has not been implemented yet. This way all the content and any links to this content get pointed and accounted for on the page is in use on.
