Do we want Tiki 24.x to support PHP 8.x? If so, we should go for Smarty
4.x, but this can cause side-effects. Here is the big commit:

2020-July: We started working on PHP 8.0 support in Tiki trunk

AFAIK, all the __Tiki__ code in trunk is OK for PHP 8.x: Because we
started early and responsibly, we could do this in the background,
without rush or stress.
But with all the dependencies Tiki uses:

it's to be expected that there are some laggards. Smarty being one of
them.
Proposal:
We see who can quickly do a test upgrade to Smarty 4.x in a branch, and
folks can test, and if deemed stable enough, we go for Tiki24, else, we
wait for Tiki25. I just hope Smarty 3.x will get security fixes for a
