[Tiki-devel] Tiki 24 release news article content check

Hi,

I wrote an article about the Tiki 24 release but didn't publish it yet 
in case any changes are needed. I thought it would be good to highlight 
the new developers program. Here's the content. It'll be published 
shortly if no changes are needed, etc.:
