Hi,

I agree that the meaning of the vertical ellipsis is clear to people no 
down arrow is needed also, and this looks/works fine on pages, etc. 
where this is the only icon used for this purpose. What I'm not sure 
about is breaking the UI consistency in Tiki by having down arrows on 
most icons, buttons, etc. to indicate a dropdown, but having just a 
vertical ellipsis without a down arrow for other instances of 
dropdowns.  The little screenshot in your message is a good example. 
Same action but two visual indicators (if no arrow on the ellipsis). For 
consistency, I like the idea of keeping the down arrow.

I think what may be the problem is not the elllipsis + arrow combination 
so much as the fact that the ellipsis doesn't mean anything other than a 
generic "more stuff". The dropdown in the example shown has the title 
"Page actions". If we had an icon that could convey the meaning of "page 
actions" (and icons with other meanings in other instances where the 
ellipsis is used) I think that would be the best solution.
