There were thought of introducing a common base class for wiki plugins. This
may be infeasible.

Then there was the idea to add an optional option to the result of the
wikiplugin_..._info() function. Let's call it "searchable". The default
would be "no". This by-plugin searchability setting could be overruled by
the two settings in the wiki control panel - "include in search" and
"exclude in search". We already have those two, they're just named
differently (one's called "Except included plugins"). This doesn't look
infeasible to me. In contrary, it looks like a simple and clean solution.

Then there's the last choice, namely just introduce a default value for the
"Except included plugins" setting. This should be no effort at all (if you
know your way in the tiki sources). And it would be much better than the
current state of affairs.
