Yes, you are right, that's always been rather confusing - i guess there should be a choice of upload, browse or "link to remote url" presented there.

I think to cancel a file imported form source i guess you have to delete it - what happens if you go to edit properties?

Might suit a medium/junior dev, so make a wish perhaps? https://dev.tiki.org/Make-a-wish
