[Tiki-devel] Changes to default prefs for 27.0

Hi all

We're getting near to branching time (i presume? ;) so we should merge this one:

Thanks Marc and all for the feedback, i hope i accommodated all the requests, if you can have a quick check on the merge request i'll finish it (need to add the php function to prevent existing installs from changing) and then merge it!

There are 5 unresolved thread on https://gitlab.com/tikiwiki/tiki/-/merge_requests/4507 but i think i've made the changes requested - they need resolving before i can merge.

Thanks all, i think it should make default Tiki a more modern and "luxury" experience :p
