I do not see much overlap here:

# Client-side image compression before file upload
# PHP fallback compression for server-side reliability
# Consistent handling across all image uploads in Tiki
# Added Image preview before upload to see compression
# Can customize compression settings before upload

MR 8265 is about image compression, not cropping. Cropper.js does crop, 
rotate, flip, and filter options.
