Problems with aphostrophe in a blog title

Tiki version: 17.1
Apache: 2.4.28
PHP: 7.1.10
MySQL: 5.6.38
(tikiwiki database has utf-8 encoding)

I have a blog with this word in its title:
"Toth's"
It is stored in the database as:
"Toth\'s"
It is correctly displayed in a breadcrumb or when listing blogs, or when
browsing to the main page of the blog.
However if I navigate to an actual blog post, the header is displayed
incorrectly over the breadcrumbs:
"Toth's"

Please advise how can I avoid improper conversion to a html entity.

The page itself can be accessed after removing a specific part of the URL:
https://atoth_removethis_.sote.hu/tikiwiki/tiki-view_blog_post.php?postId=30
vs:
https://atoth_removethis_.sote.hu/tikiwiki/tiki-view_blog.php?blogId=4

Another sidenote:
I'm using tikinewt as a theme. If I access the page from a PC, the
horizontal scroll bar always stays present, with a slight gap on the
right.
Any ideas on how to remove that?
