new Tiki basic offcanvas layout

Hello friends,

since about Tiki 15 my confidence in the Tiki layout decreases
continuously and my workaround for having admin menus handy but not
disturbing the website have been leading me in various directions. A
second issue for me since is that I do not like so much to be limited to
the standart Bootstrap way how horizontal menus fold away on small screens.

To cut a long story short, I am a big fan of offcanvas sidebar menus and
fixed-to-top metanavigation and for all websites I take care of, I
started to implement that.

The linked file below shows about how I'd like to see a standart Tiki,
respectively how I usually configure a Tiki straight after a fresh
installation or how I rearrange an existing Tiki.

Please do not focus on the theme of the displayed site - it is just a
plain raw theme of an association's local group with a more old style
design adopted to Bootstrap 3 years ago.
The site was published around pre-9, then upgraded 12->14->15->18.

You see some tiny icons top right for login etc. and a horizontal topbar
main navigation, that (both) moves to the offcanvas sidebar right on
narrow screens, whilst the main application menu went to the offcanvas
sidebar left and was rearranged to a more Wordpress type of sort order
with wp'ish icons besides the level0 menu items.

Sure that I put a quickadmin (with nobox=y) above the main application menu.

After this was done, I worked a while on the site, installed mPDF, added
next 1/2 year events and some H5P deonstration for the site owners and
dd some tiny job on a wiki page.

I have to say, that I find the setup of the rearranged main application
menu with quickadmin in the offcanvas sidebar quite comfortable.

From my point of view the standart Tiki layout is a good bit too much
toolkit alike, what is still good for some use cases, but for my usual
use cases I always rework the layout. To arrange that what is presented
in the file has become literally part of my installation process, whilst
this status is the latest one developped last last week

I think, if we get a decent offcanvas sidebar left&right into Tiki, I
could create a standart profile to share this kind of setup and to get
this after the initial installation process in less than 5 minutes time.
Now it is a pain to do all the steps manually.

Maybe we also could go another step forward and add an optional
preference for an off-offcanvas sidebar left, which by default has the
main application menu included (to be optionally switched to the wp'ish
one) which stays continuously visible for selected groups like Admins
and editors on wide screens and only collapses on narrow screens. Thus
webmasters/administrators could freely use both offcanvas sidebars
laft&right for navigation etc.. Right now I have the left one occupied
for the admins and editors.
