Using double underscores in URLs

I want to link to a URL with double underscores

https://www.nanquanu.org/fostering_collective_intelligence__chide_groenouwe.pdf

However, in many places, Tiki renders this incorrectly as:

https://www.nanquanu.org/fostering_collective_intelligence%3Cstrong%3Echide_groenouwe.pdf

which breaks the link. (Interestingly, in some places in the document,
it will not break the link, and let the double underscore in tact.)

Is there a quick-fix to prevent Tiki from parsing the line and take it
literally?

Is there a bug fix underway to solve this? (= Tiki recognising URLs and
not parsing them as Tiki text.)

I posted a similar question a year ago, but unfortunately, it seems
that it has not been solved yet.
