Each tracker can have distinct permissions, from tiki-list_trackers.php
Tracker items within a tracker generally all have the same permission. But this can be overridden:

In our internal task tracker, we have it that users that are assigned to a task can see it, by configuring Item Owner with https://doc.tiki.org/User-selector
And we also use https://doc.tiki.org/Category-Tracker-Field
