I assume (since you are on windows :-) that you are using some xml
editor like XMLspy. In that case as far as I know you only need the
DTDs to get started. Later you can install forrest and try your
results (i.e. see how they look when transformed to html or pdf).

The DTDs can be found by downloading forrest
(http://www.apache.org/dyn/closer.cgi/xml/forrest/) or by fetching
them from CVS
(http://cvs.apache.org/viewcvs/xml-forrest/src/resources/schema/dtd/).
You'll need document-v11.dtd, document-v11.mod and
common-charents-v10.mod.
