first cut of page envelope

i checked in a first cut for the lenya page envelope today.

the idea of the page envelope is to standardize all system-wide
variables that lenya (and its publications) need, such as:

- currently logged in user
- request uri
- referer
..

the goal is to eventually collect all these informations in
one place, and distribute them reliably to the places that
need them. we came up with the notion of a page envelope
that "wraps" each page with an envelope containing these
values. this envelope is not there yet, but the necessary
environment variables are now centrally collected.

some stuff may be a bit broken, so beware :)
