Cocoon reloads a modified stylesheet automatically. But since it doesn't follow the xsl:include, it only notices if the "main" xsl has changed (the xsl that's called from withing the sitemap). So if you are editing a "sub-xsl" (a xsl that's included in another xsl), you have to touch the main xsl so that it gets a changed modification date. I hope that helps.
