If I understand you correctly then you are actually talking about Personal Content Management Systems, which some people at OSCOM were quite fond of ;-) The guys from Mozilla (resp. Netscape) were pretty interested in better collaboration between Mozilla and CMSs. There is certainly a huge potential and many ways to start with, which might be the problem. Another problem is to get things rolling and achieve a critical mass. Maybe OSCOM (http://www.oscom.org) would be a good platform for that.
