        We really need to make sure people understand that the 
        var directory is a system/site specific data store and 
        not source code.  It should be handled more like the 
        database during upgrade.  If cache or other files need 
        to be cleaned out then the upgrade script should do this, 
        not the process of users removing the var directory and 
        copying in a new one from distro.
