        Small fix to handle properly the case in which the var directory is moved out from webroot.
        Implemented a better check for locales availability: the behaviour now is to die if there're no locales available (that seems the more obious thing to me).
        Uses the installer template also to render error, otherwise the default template requires a DB connection that is not available in the first stages.
