Changes were applied by jojodee to modules/stable level 20.

Bug #4076 - quote doesn't appear when bbcode not enabled.
Now will display as long as bbcode or html module is enabled (a few assumptions made here re blockquote tag)
Will always use the bbcode quote tag if bbcode enabled else it will use html blockquote tag if html module available.

Bug #4063 again - this doesn't affect the code as bbcode is still using xaruserapi.php.
