- relax the first line requirement a bit, so we can start playing with multiple xml headers (like stylesheets).
they still need to occur before the root tag though. (this cycle is a repeat of the doctype story, which was fine, the xml headers location
is actually wrong, because they ultimately belong to the output format and not to the template. For now we ignore that fact for a while
just like we did with the doctype. )
