[Bug 1452] Suppress the "go" step between "generate skels" and theactual generation

Removing Confirm for Skel Generation 

* If new modVar confirmskelsgen is false the page generate_skels_info gets a
Meta Refresh and the page generate_skels_result is skipped. So after clicking
on Generate Skels the next page you get is Translate.
* Completely deleted the code for handling Language and Locale from the
translations menu. The templates were cleaned already on 2007-08-26. Relevant
links to Base carry now a returnurl argument. 
* Minor issues: Removing an empty table cell, removing name attributes from
forms, MLS and xarSecGenAuthKey().
